Judith Ann Cushman DuBose is the President and CEO of JAD Associates LLC. She is a dynamic leader and the Regional Director of USIDHR in Texas, where she leverages her extensive background in public administration, military service, and non-profit management to drive impactful human rights initiatives. She is a 100% disabled compensated veteran, who has been instrumental in implementing and leading veteran-oriented programs globally, leveraging her extensive military and professional experience to advocate for and support veterans’ causes worldwide.

A dedicated advocate for education and empowerment, Judith’s professional journey is marked by a commitment to service and excellence. Her academic prowess is underpinned by a Bachelor’s degree in Economics, History, and Political Science from Methodist University and a Master’s degree in Public Administration/Management from Webster University, achievements made while honorably serving in the United States Army.
Judith’s professional certificates from esteemed institutions like Rice University, Texas State University, and Georgetown University reflect her multifaceted expertise. Her military accolades, including being the first female Soldier of the Year for the XVIII Airborne Corps, complement her civilian commendations from figures like Congresswoman Sheila Jackson Lee and State Senator Mayes Middleton.
